In September 1991, the Executive Yuan approved the “Program for the Implementation of Local Self-Governance in Lienchiang County, Kinmen County, Fujian Province”.

This exhibit is on the “Program for the Implementation of Local Self-Governance in Lienchiang County, Kinmen County, Fujian Province” approved by the Executive Yuan on September 11, 1991. Together with the “Outline for the Program for the Implementation of Local Self-Governance in Lienchiang County, Kinmen County, Fujian Province”, which was filed with the Executive Yuan on October 22 of the same year, established the legal basis for the gradual implementation of local self-governance in the Kinmen and Lienchiang counties since November 7, 1992, after the termination of military administration in Kinmen and Matsu. According to the “Program for the Implementation of Local Self-Governance in Lienchiang County, Kinmen County, Fujian Province”, the selection of the provincial seat of the Fujian Provincial Government shall be submitted by the Fujian Provincial Government to the Executive Yuan for approval in consultation with the relevant authorities. Later, the Fujian Provincial Government decided to move back to Kinmen, and with the assistance of the Kinmen County Government, the Chung Cheng Library was redesigned into the new office building (the current location of the Kinmen-Matsu Joint Services Center, Executive Yuan). At the same time, the Program also stipulated that before the first election of the county magistrates in Kinmen and Lienchiang counties, their county magistrates would be selected by the Fujian Provincial Government. On November 7, 1992, the provincial government appointed Chen Shui-tsai and Tsao Chang-shun as the county magistrates of Kinmen and Lienchiang counties, respectively.
