On February 1, 1972, the Executive Yuan amended and approved the organizational regulations of the Kinmen County Government, Kinmen Kaoliang Liquor Inc., and the Kinmen County Forestry Bureau of the Fujian Provincial Government.

During the period of military administration in the Kinmen and Matsu regions. Kinmen and Matsu respectively established the “Military Administrative Committee”, which became the highest administrative organ in these regions. In accordance with Article 10 of the “Experimental Measures for Military Administration in Kinmen and Matsu Regions”, the organizational regulations and staff establishment for Kinmen and Lienchiang counties should be established by the respective regional administrative committees and submitted to the Ministry of National Defense for approval. This is a copy of the “Organizational Regulations of Kinmen County Government, Fujian Province” reported by the Ministry of National Defense, as amended and approved by the Executive Yuan on February 1, 1972. From the organization regulations of that time, it can be seen that the county government had not only set up internal departments and offices, but also had police stations, a tax inspection office, a health department, an agricultural research office, a forestry office, a communications office, a land administration office, and a social education center. As for the well-known Kinmen Kaoliang Liquor Inc., it was not under the jurisdiction of the county government, but directly under the Kinmen Military Administrative Committee, with the establishment of the “Organizational Regulations of the Kinmen Distillery of the Military Administrative Committee”.
